[If we have agreed upon norms and they’ve violated, then that can show everybody a lot. China and Russia don’t have to sign up for a norm to be created. Over time, norms can grow stronger and stronger. China and Russia voting against the destructive ASAT resolution, you don’t have to vote for it to comply with it. I hope there will be none going forward. The norm can be established with or without a vote.]

[We need to figure out what to do about China. US and China need to have dialog. I would urge Congress to show leadership and, not cooperate, but engage with China to ensure space is safe and predictable for all.]


[There’s the working group looking at NSS policy. There will be four meeting in the year. January meeting, countries will submit their thoughts for what they want to see in norms. In August meeting hopefully they will have come to some type of agreement. And then there could possibly be another resolution. Russia and China are supporting another working group. They are trying to push their treaty. It hasn’t gotten anywhere but they keep pushing it. It’ll be taken up at the end of 2023.]

[We’re all looking at it very carefully. I would like China to learn the economic consequences. That your military might not be quite accurate. Putin certainly overestimated including cyber capabilities. Another thing, the short war you may have anticipated might not be the war you’d get. One thing I hope also, there are a lot of unknowns associated with conflict. The things you might want to do, they sound good but they might not work as well as you anticipated.]
